The new links index is organized by troop numbers, with the exception
of one area for non-troop pages. The numbers have an odd sort of
system, because they are in alphebetical, not numerical, order. So any
link page includes troops whose numbers START with the number of the
page. So the 1 page has troops like 1, 10, 100.
